Due to increases in inmate bed demand in Orange County, the Theo Lacy Jail was in dire need of more space and inmate beds. In response to this demand, HDR worked with the County in adding three new buildings to the campus, expanding the capacity from 1,684 beds to 3,161 beds. As the jail is located in the heart of heavily populated Orange County, the site is visible from multiple vantage points. The use of the exterior service chase allowed each building to feature materials and elements that help blend the jail facilities into the surrounding city life.
